GEN. CONSTANTIN DEGERATU
Retired four-star gen. Constantin Degeratu ended his tenure as Senior Security and Defense Advisor to the President of Romania Traian Basescu on December 31, 2009.
He served with distinction as the chief of General Defense Staff of the Romanian Armed Forces and worked as a professor of Central-European Studies at the US – George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen, in Germany. He also lectured as guest speaker at Columbia University, Harriman Institute for War and Peace in 2009. His remarkable career in academia continues as he is currently teaches a Masters program on Security and Defense Studies at the Dimitrie Cantemir University in Bucharest.
His scholastic career includes a wide variety of teaching engagements, most notably at the National Defense College, and National Intelligence Academy, as well as active participation in conferences, international seminars and round table debates.
General Degeratu enjoyed an impressive military career, including Chief of General Defense Staff (CHOD) of Romania 1997-2000, General Secretary of Ministry of National Defense (2000-2001), deputy Chief of Directorate for Military Operations (J3), General Defense staff (1996) and Chief of Military Operation Branch at Army headquarters in Cluj-Napoca Romania.
His career begin as a mountain troops officer and reached the rank of brigadier general in 1993. He was promoted major-general in 1997, while in 1999 becoming lieutenant-general. One year later, he was promoted to four-star general and he is recognized by most of his European peers as an expert and authority in global and European security, defense and military reform, as well as national security strategy implementation.
His area of expertise, professional interest and research encompasses – global and European security (Central, Eastern and south-east Europe); defense and military reform and transformation; national security strategy formulation; defense planning, military strategy and operations; strategic, operational and tactical leadership; peace-keeping, peace support and post-conflict operations. His studies also include research of civil-military relations, democratization of the armed forces, homeland security, crisis and conflict management, counter-terrorism, critical infrastructure protection, regional cooperation and arms control, international humanitarian law and the law of the armed conflicts. He has gained recognition as an accomplished expert in homeland security, crisis and conflict management and counter-terrorism. General Degeratu has published a significant number of books, studies and articles on NATO, Romania National Security, and General Defense works.
General Degeratu will oversee, advise, manage and implement all aspects of Defense and National Security work from MIC & Associates in East Central Europe and worldwide, particularly with its US clients.
